Next to my house is a car park for a small block of council flats. Part of it has been neglected, so there are now two large sycamore trees growing there, one of whose trunks is just 10ft from my property.
The branches overhang the garden, cutting out the light. I've complained to the council's estate officer, but he says government regulations do not permit them to cut down healthy trees.

I am selling a property abroad so I can finance buying land in East Anglia on which to build a home. On the same website is a service locating building land. Single plots are rarely advertised, and not plentiful in spite of the recession, which has reduced the number of developers looking for land.
You could look for a house with a large garden and broad road frontage and make the owners an offer to buy part of their land, subject to them
securing planning permission. Alternatively, you could look for a cheap, substandard property and try to gain planning permission to replace it. The uglier it is the more warmly the council and local residents are likely to look on this.

We live in a row of ten or so houses, the drains from which flow into a shared drain that runs across all our back gardens. This shared drain then links into the main one on our land and every so often it becomes blocked.
In the past, the council has cleared the blockage at no cost but it no longer offers this service. As the blockage is on our property, are we solely responsible for the cost of unblocking it or are all the residents who use the shared drain equally liable? Some of the houses, which were built in the Forties, are still council-owned.
At present, all owners of properties that share the use of this drain are jointly responsible for maintenance. But had the houses and drain been constructed before 1937 they would be the responsibility of the sewerage company and in April 2011, the ownership of all shared drains will be transferred to sewerage companies.
